And also can somebody give some clarification on REGULATION D Section 204.2 in regards to the keeping of reserves on obligations drawn on the bank. If
my credit card account has already been debited and the money is held in an instrument by the bank, then does the bank have to hold 10%
reserves on that amount or am I misinterpreting (viii) of section 204.2?

Not to hijack the thread, I know you are looking for a specific answer to a specific question, but I'm including a link and a youtube for those who are interested in learning more about the overall topic.
If an accountant or Chief Financial Officer comes in here and explains/admits the truth behind this matter, it would be a miracle indeed!
People need to learn more about this and how their signature creates the credit, and how we have been defrauded each time we sign for a loan or 'credit' card.
