I happened to see this quoted on another website and thought I would share. In 1997 William S. Cohen was asked about terrorist threats and this is what he had to say


Q: Let me ask you specifically about last week's scare here in Washington, and what we might have learned from how prepared we are to deal with that (inaudible), at B'nai Brith.

A: Well, it points out the nature of the threat. It turned out to be a false threat under the circumstances. But as we've learned in the intelligence community, we had something called -- and we have James Woolsey here to perhaps even address this question about phantom moles. The mere fear that there is a mole within an agency can set off a chain reaction and a hunt for that particular mole which can paralyze the agency for weeks and months and years even, in a search. The same thing is true about just the false scare of a threat of using some kind of a chemical weapon or a biological one. There are some reports, for example, that some countries have been trying to construct something like an Ebola Virus, and that would be a very dangerous phenomenon, to say the least. Alvin Toeffler has written about this in terms of some scientists in their laboratories trying to devise certain types of pathogens that would be ethnic specific so that they could just eliminate certain ethnic groups and races; and others are designing some sort of engineering, some sort of insects that can destroy specific crops. Others are engaging even in an eco- type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves.

So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations. It's real, and that's the reason why we have to intensify our efforts, and that's why this is so important.

This was 12 years ago, and if 'others' were working on earthquake technology you can bet your bottom dollar that the US was. Just makes you wonder if this technology has been perfected yet.

The quote, which I've seen a couple of times around before, doesn't indicate that 'others' are working on earthquake technology. It indicates that they are actually using it. 'Engaging in', 'whereby they can', it's all present tense.

God knows how far the tech has come in 12 years. Scary stuff.

Cohen was answering a question about a hoaxed anthrax attack on B'nai Brith. The first paragraph of his response is speaking about other false and hypothetical attacks and the effects they can have.

The mere fear that there is a mole within an agency can set off a chain reaction and a hunt for that particular mole which can paralyze the agency for weeks and months and years even, in a search. The same thing is true about just the false scare of a threat of using some kind of a chemical weapon or a biological one.


In the second part of his answer he says that even though there are hoaxes and false claims, the threat of terrorist attacks is real and must be taken seriously.

After re-reading it, it does appear that he was saying that others are 'engaging' in using earthquake tech, rather than developing it.

If you read the transcript (with an objective mind) it's rather clear he's talking about governments claiming to be researching such weapons, not that such weapons actually exist.

If a project of that magnitude was possible, we'd have more information than a vague transcript. The seismologists detecting earthquakes in places that simply don't have the necessary conditions would be a massive tip-off.

As evidence goes, a flaky transcript isn't exactly a smoking gun. In fact, it's all the "HAARP can kill our children!!!eleventy" crowd has to go on, hence it being trotted out with such regularity.

and that was 12 years ago, of course they havent done anything at all in 12 years right?
and lets face it, whenevera government claims its working on such and such, you ca bet your ass they have has it for years
