Sorry.....I can't really make much out of that......there's no context at all.

At a wild guess, I'd say it's digital camera auto de-focusing of a bright star.

But that's a wild guess!

Yup, looks very like the usual camera focusing artifact and the footage is so scattered it's impossible to make heads nor tail of it.
