HAARP and Our Strange Weather

Forgive me if this has been dsicussed extensively elsewhere

but is there any credence that HAARP may be somewhat responsible for the torrential downpours and flooding occurring in parts of North American Neighborhood?

I live in Michigan and I know the loony weather, but it's hard to recall the rains being so constant, the constancy of a monsoon season, nor did I expect cities 10 minutes from where I grew up to look they have been flooded by the Mississippi

My thoughts are that the seasons are shifting.

I don't know if its because of global warming, just part of a natural earth cycle that takes thousands of years to develop, or what.

I have noticed that winters seem to last longer than in the 80's and 'spring' ish weather doesn't arrive until may instead of april. I could be wrong but this is what I've noticed.

How could a government agency have the power to control the weather?
