The CIA and the Peruvian Air Force were working in the same area, trying to interdict the drug smugglers. Starting in 1995, they'd operated a joint program to intercept drug planes, shooting them down if necessary.

On April 20, a CIA spotter plane saw the Cessna in which the Bowers family was flying and alerted the Peruvian Air Force. What happened during the next hour and 49 minutes is captured in a CIA videotape.


There is a video of the event in the article, I suggest watching it in full screen as it's hard to see.

What happened is that the CIA spotter plane observed the float plane from a distance, raised suspicions with the Peruvian air force, and then almost immediately withdrew their suspicions... To late the aircraft was gunned down with the pilot screaming over the radio to ground control.

An American woman and her baby died as a result.

Thanks for bringing this up, it is similar to one more admitted error:

The CIA incompetence was combined with even greater incompetence of locals. The Peruvian guy just kept saying "Oke oke si si oke very good oke siii si si" to whatever Americans asked - "Are you sure its bandito? - Si si oke yes si si" "Are you sure? - Siii!!!". It was a tragic comedy. For them it wasn't even a risk of a career, simply a -1 point on the professional score while civilians get brutally punished.
