ATS: FOIA & FOIA Working Overview Section Query

Hi,

I have seen these (ATS FOIA & FOIA Working Overview Section) sections from sometimes. I am curious and bit puzzled:

Q. What are these two sections for?
Q. Why there are no threads at all in these two sections? (Overview of FOIA both sections show no threads)
Q. Are these sections for submitting documents obtained thru Freedom of Information Act? If so how can one go about doing that?

I couldn't find any relevant info., if it's already mentioned somewhere on board please direct me to it.
