Base Camp is for recreation for the military and contractors. The USAF says so. ;-) Can you think of a nicer place to hang out than along Route 6 in
Central Nevada?
Now Base Camp is a lot of things. Clearly the CIA trains there. The photographic evidence and tail numbers simply can't be denied. Since it is about
60 miles to the TTR, some personnel at Base Camp take care of Halligan Mesa. They may also maintain the gear at Warm Springs.
There is a "tot lot" of sorts at Base Camp. While I doubt any children live there, it may be the case that if a Groom Lake or TTR worker needs a
place to hang out with the family once in a while and doesn't want to do so in Vegas, then might rendezvous at Base Camp for a weekend.
Base Camp maintains a large junkyard. They may do some auto/truck repairs there. One of the shacks always has a lot of vehicles around it. It might be
as simple as they don't want to rip the secure (encrypted) radios out of the trucks to bring them to a commercial repair facility.
