California to brace for HAARP?

Well...

The Governor is hoping that the Federal government will help California out of its current financial crisis with some TARP-like funding.

However, Congress has already said that the likelyhood of that happening is "slim to none".


So maybe Disaster relief funds are easier to approve?

And what is HAARP supposed to look like? Can you give us a verified HAARP initiated event for comparison? That to me looks like a low pressure system to the northwest of Hawaii.
