When I saw this I thought this had to be the craft that has been spotted flying between Tucson and Phoenix Arizona also known as the Phoenix lights. Too much of a coincidance.

was'nt the idea of this project the balloon expanded enormously once it was in orbit ?

The goal seems to be to provide a new method of reaching low earth orbit and to place derigable space stations/platforms at suborbital altitudes. What is interesting is the use of silent electrostatic propulsion. I think this may be an effort to bring secretly developed technology into the public forum. This same technology would describe many UFO sightings.
