This alert was issued because of several signifcant events that are scheduled to happen this summer and fall, such as the democratic and republican conventions, and the hosting of the G8 summit in Georgia. So the actual alert level may very well be elevated as those dates approach.

The reason the alert is being issued so early, I believe, has to do with today's release of the photos of the seven al Qaeda members believed to be in the US. They are hoping that the photos will help to smoke them out.

I think they should offer a bounty for the info if they really want results.
