Once again showing their true bipartisan spirit, the Democrats in Congress have stated their intent to shut out the Republicans from the reconcilliation process for the Health Care bill.

Democrats hoping to ‘ping-pong’ Republicans right out of final health care reform negotiations

Now that the House and Senate have both passed separate health care reform bills, the legislative process shifts to ironing out the differences. This typically involves having a formal conference committee containing members of both the House and the Senate. The goal is to reconcile the two bills, creating a final bill that both chambers will vote on. In a surprise turn, according to Jonathan Cohn of the New Republic, Democrats intend to employ an obscure tactic, informally known as "ping-pong," to shut Republicans out of the final negotiations and speed the bills toward completion. In "ping-pong" the legislation is bounced back and forth between the House and the Senate, controlled by just the Democratic leadership in each chamber and the White House, until a final agreement can be reached.

It's "almost certain," according to a pair of senior congressional staffers Cohn spoke to, that the Democratic leadership will seek to avoid a formal conference committee and its procedural steps. The formal process and additional votes would have offered multiple additional opportunities for the Republicans to slow or obstruct the bill's process, as they did throughout the fall.

As one might expect, Republicans in Congress are aghast over the move. Michael Steel, a spokesman for House Minority leader John Boehner, told Yahoo! News that such a tactic would break President Obama's campaign promise of health care debate transparency. He labeled the strategy a "disgrace":

"Something as critical as the Democrats' health care bill, with its Medicare cuts and tax hikes, shouldn't be slapped together in a shady backroom deal. Skipping a real, open conference shuts out the American people and breaks one of President Obama's signature campaign promises. It would be a disgrace - to the Democratic Leaders if they do it, and to every Democratic Member who lets them."

Well with all due respect the death panels and like would turn me off to bi partisanship
too.. Just on a human level - the GOP will tack what they want onto the bill
and in the same breath cry SOCIALISM Death Panels of doom.

Just my opinion, I think it is safe to say bi partisan is just as much a scam as partisan
in a two party realm

I would really like for someone to explain to me, exactly, how the Republicans "obstructed" anything, when the Dems had a filibuster-proof majority.

Don't get me wrong, I have no use for the Rs or Ds, but my dislike of these two bills takes precedent, for now.

Also disappointing is the fact that the war between the Dems would have been very entertaining to watch. That could be the real reason they want to conduct the reconciliation process, behind closed doors.

That is the one part of your post I agree with. It is disgusting how all of them will load up a bill with pork, then claim martyrdom, by voting against. Knowing full well said bill will pass, without their vote.

What always shocked me, during the Bush years, is how the Rs always backed down to the Ds even though they had control of both houses. They didn't want to seem dictatorial and strove to maintain the image of bipartisanship. I guess they were afraid of voter backlash.

Now that the Ds are in charge, they don't even try to work with the Rs.

Are they not afraid of voter backlash?

Is their agenda just so important to them they are willing to commit political suicide?

Do they know something we don't? Perhaps martial law soon, or an end to elections?

This may be a sign of something far more sinister than a lack of bipartisanship.

They have been doing that all year. It started when Pelosi kept saying "we won" on every news program she could get her expressionless face on.

You are seeing Chicago style politics at its extreme -- back room, secret meetings, outright pay-to-play bribery, and nobody cares what the voters think about any of it.

Some change.

They dominate Congress and they are still worried about the reps.

They have already ignored public opinion of this bill. I'm sure ignoring the reps will be no problem.

NOV 2010 will determine whether their willingness to ignore was a wise decision.

Wait... What? The R's hammered through everything they could with impunity. Every act the D's have tried over the last 15+ years the R's have been demonizing and being obstructionist simply for the same of obstructing.

A more local example was in Oregon. The D Governer wanted a bill to allow reconstruction of freeways and fixing of the Roads. The R legislators did not want it since it would make the D's look good. So on every budget bill he tried to get through they attached a "Prayer in school" amendment and forced a veto. Then crooned that he was a hypocrit for vetoing every bill for freeways and roads.

Since Newt's speaker days it has been completely adversarial.

What exactly are you saying the R's EVER capitulated for or allowed to get through the filibusters?

And, did nothing to stem the tide of illegal immigration.

But, lets face it, they all (Rs and Ds) only use the hot button topics as leverage with the voters. Promise...fail...promise...fail...promise...fail. Politics as usual and the cycle of ignoring We the People continues.

Your right.

I had such high hopes when the Rs took power. I thought they would finally reign in spending and get the country back on track.

They were such a huge let down. It really opened my eyes to the real situation of our politics.

heh...you'd think Republicans would be supporting this bill...and secretly they probably do...since it forces people to buy insurance from PRIVATE COMPANIES.

Socialized medicine? haha

This whole bill is rotten to the core.
