Or maybe it has already accounted for some sightings.

A new prototype non-rigid airship is about to be unveiled in Florida this year by Sanswire-TAO.
The STS-111 "flies" by forced motion of its segmented body parts that contain helium and methane gas.
The motion pretty much resembles a worm wiggling across the sky.

New Drone Spies Combat Targets from the Stratosphere

Sanswire-TAO announced on Tuesday that they will publicly unveil the STS-111 UAV at Sanford International Airport in Orlando, Fla., in mid-2010. The company, which held a private demonstration of the technology in Stuttgart, Germany, on December 18, is working on a number of what it refers to as "Stratellite" aircraft, with STS-111 being the first. The next Stratellite is expected to fly as high as 18,288 meters.

Nice find.

Although, I think the proper military term for this type of device is 'Bullet Sponge'.

I can see their logic in creating something like this. But even at a high altitude, I can see it being easily taken out.

Thanks for posting this. With regards of UFOs I suspect, but have no evidence, that dirigibles and LTA (or close to LTA) craft are likely responsible for many UFO sightings. I also suspect stealth carrier variants with jet or rocket motors attached (a modern USS Macon). I think a recent good sighting was the Ricky Sorrells' Stephenville huge UFO sighting:

I do not think dirigible necessarily equals slow or easy to shoot down. The protection used in the TechSphere platform is a good example of a self-healing hull, and that's before taking into account materials like Dragon Skin uses (but, presumably without failing the tests), and reactive armour. Having aircraft with huge operational range and flying time makes a great deal of sense, especially if combined with fighter escorts:

The only reason I'm not more into finding out about them is that I don't have anything to gain from investigating stuff that I can see a need for secrecy for, it just annoys the hell out of me when people won't consider the alternatives to aliens, or witnesses always making stuff up.

Edit: Added caveat about Dragon Skin after reading about its defense testing.
