i found a map of the area but i wonder why didn't anyone in any of the other nearby nations see anything?

how far up would the third stage have deployed?
and if the first and second stages went ok then why would the failure in the third stage take place over Norway, which is located considerably to the north and west of the White Sea?

i don't know too much about missiles so i'm asking.
