I dont know what it is, but a buddy of mine living in Mo i Rana, close to the polar circle said that there is Fighter planes all over the sky there.. He never seen so many at one time. So probably it is a rocket, and from Russia.

Seriously though, its too bright for a standard search light you need fairly dense cloud cover for the light to reflect with much intensity. Very strange.

That would make sence that heat is involved to cause the evaporation.

EDit to add:
A rocket if it exploded on the ground its spinning sending up fuel?, but that wont account for the heat source that burns the moisture of in the air unless the fuel is hot? which would be unlikely?
The most intense point is the ground, a rocket spins out of control downwards with point of origin in the air if its airborne, the blue ray shows distance from source the further out it goes, so a beam or boom . ie laser or sonic

personaly my logic is screaming out that the only logical explination disscussed so far is that this could be a rocket launch from russia but theirs not a chance on earth that the shapes it would make would be soooo perfectly symetrical and swirly!!! my logics really scrambled with this one guys???

It kind of reminds me of a ripples made by a pebble thrown into the water. OK could that be the case? If the air was still enough and there was enough ice particles suspended in the air couldn't a sudden disturbance like a rocket could cause a ripple of the ice particles much like a pebble in water?Or if the rocket was turning cause a spiral effect as the ice particles were sent outwards like you see when whisking cream or some such like substance in a bowl.
