I'm still undecided on how I feel about this. But I think that the government is responsible for protecting its citizens from harm. If it was just a marking on your sex organ then the only person that would see it would be someone you are gonna have sex with and they legally are supposed to have knowledge of your condition anyways. I can't think of any reason why someone with HIV would be mad about having a marking other than they know it would put a halt to their sex life with uninfected persons.

Dear gsuboy

The point is here any person that thinks anything at all of there sex partner if they are living with HIV should have told them long before the question of sex comes up.

But many for many different reasons do not.

Reasons for not doing so :

Revenge against the people who they consider infected them.

Money when the infected person is working in the sex trade.

These two motives a long can bring thousands of extra infected people into the community. Especially when you consider that an infected person can be HIV positive for at least 5 years before they know it.
