It is quite common to have several escort birds flying in formation with test aircraft - though twenty is a bit high.

Typically, the blacker the project and the more crucial the testing, the more escort craft you'll have along.

On comprehensive tests you'll have at least four to six and up to a dozen at varying distances, with groups assigned specific missions.

For example, in testing a bird like the Aurora, YF-22, or even the TR3, on some flights you'd have fast. maneuverable craft with a wide range of cameras and remote sensing equipment gathering control surface and telemetered data from above, below, on each side, in front, and behind the test bird.

Depending on the the test bird, the flight circumstances and the TCA-neighborhood, you may also take along a few defensive escorts to clear the path in front of the flight path and generally make sure nothing moves in for a closer look or otherwise threatens the operation.

The old Valkyrie test flights were notorious for having many (too many) escorts along - one of which eventually got too close, causing a crash, and ultimately dooming the project all together.

Your video link didn’t work.
You say they look like airplanes, and there are a lot of them showing up. What makes you think that there are just not a lot more people now misidentifying airplanes as UFO’s? I am extremely experienced with IDing aircraft at night, it used to be part of what I did, and even I can sometimes get fooled for a few seconds. So now we have a lot more laymen out there photographing these things, and often they are nothing more then aircraft misidentifications. The most common reason I hear people claim that lights in the sky are not “aircraft” is because of the lack of sound, and I can tell you that aircraft, especially new aircraft, do not always make sound that is discernable from the observers position.

The X-37B is tiny; it will fit into the cargo bay of the space shuttle.

Orbital Space Plane Program
Based largely on existing technologies, the Orbital Space Plane would provide safe, affordable access to the International Space Station. The Orbital Space Plane program is more than a spacecraft. The program will take an integrated systems approach to design the entire space transportation system — including ground operations, space vehicle and all supporting technologies needed to conduct a mission to and from the International Space Station. In addition, flight demonstrators such as the X-37 vehicle will flight test advancing technologies to reduce the risk of future reusable launch vehicle systems including the Orbital Space Plane.

The program will place emphasis in reusable kerosene engine designs and — in concert with Department of Defense initiatives — on a variety of launch system technologies, including development of air-breathing hypersonic propulsion systems.
