Help me find something : London spray test(?)

Hey

Something has just occured to me, i seem to recall a year or so ago, somebody had managed to take pictures of 'some men' setting up a strange device to a lamp post or traffic light or something which looked unusual, i think this may have been in the UK. Possibly London?

I don't even know if it was this site or maybe Rense / prison planet or Icke's site.

Something occured and (i think) the photographer was told he was not allowed to take pictures of them.

Can anyone remember this?

I recall that questions were asked and it was some kind of 'spray system'. I might be completely wrong here, but if this is the case then something has just occured to me.

I want to find out more facts before i elaborate.
