water on the moon and disclosure [ of the existance of alien life ] are potentially mutaually excluseive - ie you can have one without the other

i think he is thinking along the lines of:

water => bacteria life -> ruins => intelligent life -> disclosure => contact

It doesn't matter much whether it's religion or not.

I can't trust nor wait hand and foot on the same corrupt and secretive government that has kept its citizens in the dark to disclose something.

It's a lot like trusting the same person who betrayed you.
