In the u.s. the power of quarantine and isolation falls to the state governors, unless the president feels the rights of the populace are being subverted.

I've actually started to think that the perceived shortfall of the vaccines could be used to this end. If the outbreak actually does happen, and there is a "shortage" of vaccine they would be more able to use q&i.
