Sure if you actually suffer as a master of the Universe (Rome being the universe) you can be elected in secret by the other masters to function in this regard.

seems simple enough to me!

Edit to add: Being a Master of the Universe (Rome) is a responsibility that causes you to suffer a burden.

You do not have to pay a fee or tax to vote or take on this additional responsibility.

Means a normal election
Directly elected by the voting population of the European Union.
