Sure if you actually suffer as a master of the Universe (Rome being the universe) you can be elected in secret by the other masters to function in
this regard.
seems simple enough to me!
Edit to add: Being a Master of the Universe (Rome) is a responsibility that causes you to suffer a burden.
You do not have to pay a fee or tax to vote or take on this additional responsibility.

The EU is the Superpower of the world now? Can't say I am overly concerned about it. I mean, have the member states gone more than 60 years
without dragging the rest of the world into a war over petty power struggles yet?
But then again, Alabama and Kentucky tend to be the butt of our jokes; so I suppose that is like France and Belgium.

Directly elected by the voting population of the European Union.
