Terminology question

I am having trouble coming up with the term to describe the following...

There is a large, covert, project that is taking place. There are many people involved with many different parts, but no one (except the mastermind(s)) knows who is involved or what they are working on. Basically the "need to know basis" project.

There is a word to describe this, often used by those who believe 9/11 was an inside job. I was wondering if anyone could refer me to the word that describes this.
