Details remain few right now, but parish leaders tell KNOE the Louisiana National Guard is standing by as well as the Louisiana State Police.

EDIT: This has something to do with leaking levee's but I can't find out any more information about it yet.

I believe that fema now falls under the umbrella of the homeland security branch.

New Orleans is still a Federalized city just as they were during Katrina which also includes the surrounding parishes. The national guard still falls under the state governor's AO which should make things nice and confusing should the levees actually fail.
