EDIT: This has something to do with leaking levee's but I can't find out any more information about it yet.

Yes at first I thought it might be a church under siege, then I found this. I see you edited as I was replying.

"The National Weather Service (NWS) is forecasting heavy rainfall on October 29 and 30, 2009, which could cause a possible levee bank failure. The affected area is Caldwell Parish north of Columbia, LA."

Weird that DHS is handling a possible flooding situation. Would thought that would fall under FEMA or something.

I believe that fema now falls under the umbrella of the homeland security branch.

New Orleans is still a Federalized city just as they were during Katrina which also includes the surrounding parishes. The national guard still falls under the state governor's AO which should make things nice and confusing should the levees actually fail.
