Incarceration is a chance for rehabilitation, as many have proved. But you get out of it what you put into it. If you don't rehabilitate and reoffend, then it becomes storage to keep you away from decent people.

Resolution 1441 didn't allow military action. WHY IS THERE A COALITION OF THE WILLING? Because the UN Security Council VOTED DOWN the invasion of Iraq.
