increase 10k upload quota?

Exactly what does this mean? In regards to purchasing it in the ATS store.

Where does this apply? Does it mean I can make my avatar 10k larger or does it give me 10k larger storage in my pictures? Or does it mean I increase my storage in upload area?

It was for the old ATS upload space. I don't think it matters anymore that there is the ATS Media Portal.
