It's possible the kid screwed up and let the balloon go.

Then he hid because he was afraid he'd get in trouble.

That's definitely a possibility, but I wonder, if true, why his brother would say that he saw him fly away. And even now, after he wasn't found in the balloon, why the brother didn't/hasn't come clean saying that he's just hiding somewhere.

Because kids lie sometimes. Usually when trying to avoid trouble that they've gotten themselves into.

At home?! What a relief! How'd the police miss him when they searched the house earlier?

They found him safe hiding in a cardboard box in the attic of their garage!!!
