I think that is exactly what we see here, a "face in the clouds". It is a natural human survival instinct to recognize patterns, in fact it is
called Pattern Recognition , more specifically
Pareidolia when we see things that appear significant but are not really.

People see what they want to see, and the longer people stare at a picture like this, the more likely it is for them to "find" something similar
Well to be honest, no matter how long I stare at this picture I still see a rock with a hole in it, lol. But yes, there are many others that
appear to "jump" right out at you as something more than it really is.
What I mean with that is that, if you would take a picture of a petunia, and give it to someone who tries convincing everyone of reptillian existance,
Give him a day or two with the petunia picture, and he will probably post a video on youtube about demonic reptillian petunias due to him seeing what
he wants to see in it.
