When does implementation start?

Won't work.
Ever see the movie, "The GOOD, The BAD, and The UGLY?"
Same principle.

Australia was already used as a prison before. I really do not think they would want to be used as a prison again

And which of the three tyrannical dictatorships would you prefer to live under?
(as if anyone would have a choice in the matter)
The only problem with all the "little" nations which you propose to eliminate is that they are constantly subjected to outside interference from the
"big three" (mostly big brother US)

The US, China, and Russia should join forces and take over the world.
Wouldn't that be redundant? It kind of already works that way. Since the fall of the Soviet Union, Russia is more of a business partner with US and
NATO allies. China has an even tighter relationship now - to the point that China can't survive economically without US markets and vice-versa.
Between the US, NATO allies, Russian and China - "we" essentially control the UN Security Council. Therefore, anything "we" do (start a war,
etc.) can declared in advance as being legitimate under international law too!
The way it works right now, all the "outsider" countries can at least "feel" like they're participating in some form of global "democracy" - by
way of the fallacy that is the UN General Assembly.

We already tried something like that over a century ago. The United States joined with the Republic of Texas, the Republic of California, and the
Kingdom of Hawaii, each sovereign at the time. And the result? Surfers from Hawaii, Hippies from California, and Cowpokes from Texas. That did give
the US pineapple, movie stars and oil, though. Maybe you are right...this alternative could give us great Vodka and Kung Pao Chicken.
OK, you sold me on the idea.
