China does have a 2nd chance system.

You can work in the public system then you get sent to work camps
to work as a slave making cheap goods to sell to the US and other
nations.

If you revolt in the Gulag work camps then you are killed.

So at first you are part of the system, then if you do not perform
as required you are made a slave and told you will be killed if
you do not perform as required.

Then if you do not accept that then you are killed.

That is part of why Rockefeller thinks they have the perfect society.
