It was named Masonic because the majority of gold prospecters that built it were freemasons.

The wheel thing doesn't appear to have any masonic signifigance as far as I know.

No. I've never heard of that nor does that wheel mean anything to me. Interesting though. I'll have to visit the town though; I love ghost towns.
