Very unique and strange looking cloud in Moscow

Hi everyone,

My first thread here so I try to keep it short and simple, I hope I'm posting it under the right topic at least, apologies from any mistakes or such since it's the very first one .

But so. I found this from Russian newspaper:

What you can find behind that link is a video from very strange cloud which took place in Moscow, never seen anything like that before myself. Wanted to share it with you guys as well.

I was wondering are there any experts out there who could really explain what kind of cloud is that, how it is formed and so on? Looks very unique and strange so would love to know what kind of cloud that can indeed be?
