This was seen in Moscow on 7th October 2009:



Could it be to do with Tom Bearden's scalar weather wars?



...weather engineering by the Russians and others, accomplished by the scalar weapons also know as Tesla Howitzers.

Seems to be a hole punch cloud. 'Seems' cause it isn't really explained at all.
