Dolphin and Viagra are not typical names, but they have been recognised by the Moscow registry office. However, authorities have refused to give a birth certificate to a boy whose name is simply a series of digits.

Hmm, what you have to remember is there is a difference between a name, and a number. It doesn't make sense to me that this bloke would call his son something like that. What's the problem with a regular name? Yeah sure it's the parent's decision to name their kids, but to me that isn't a sensible thing to do. Ah well, up to him, but I will not say anything regarding the denial of a birth certificate.

So what ever happend to C3PO? That was a name.
And how was Prince able to legally change his name to a symbol?

It bet it would really screw up the digital age to incorporate numbers and letters as a name. You just couldn't use them as passwords again.

In the UK one can call oneself anything one chooses, so you can have 'Bob' on your birth certificate, but if you choose to be known as '1234' then that's fine.
