Just got off the phone with Brian Schweitzer's office, the Governor of MT.

Their office will not comment on the matter because it's an issue between 'two private entities' and they cannot comment or get involved between private business. (go figure?)

I asked for more details and the gentleman suggested I call the Sheriff.

He also said that the billings gazette has been the most up to date and knowledgeable about the subject. He also told me not to believe everything I read online.

(Someone please point me to confirmation that the sheriff has sold out/cashed the check/is corrupted).

WHAT can the governor officially do? I would like to apply some more pressure if possible.

'Red flags' cause Mt. officials to nix 'American Police Force' deal

Plans for a California company to take over this city's empty jail were put on hold Monday, following last week's revelations that the company's lead figure has a criminal history.

The decision came as Hardin's leaders announced the resignation of both the attorney and the economic development official who helped craft the jail deal for the city. Also Monday, a security industry veteran whose name was linked to the project denied involvement.

Officials in Hardin, a small city of 4,500 just outside the Crow Indian Reservation, had tried in vain for two years to fill the 464-bed jail.

Last month, deliverance finally appeared at hand when the city struck an agreement with Mike Hilton and his newly minted Santa Ana, Calif.-company, American Police Force.

But following last week's news that Hilton has a history of fraud — including several years in jail and three civil judgments against him for more than $1.1 million — Hardin's economic development authority said it was stepping back from the deal.

"We won't move forward. I don't think any of us want to be on the chopping block," said Gary Arneson, president of Hardin's Two Rivers Authority, which owns the jail.

Arneson said no further action would be taken until the authority hires an attorney to replace Becky Convery, the lawyer who helped forge the agreement with American Police Force. Montana's Attorney General launched an investigation into the company last week, also demanding that the city turn over any documents it has related to the jail deal.

Authority board members appeared chagrined at their monthly meeting on Monday.

After residents peppered them with questions about what kind of due diligence had been done on Hilton and his company, Arneson said a background check had been carried out by the agency's executive director, Greg Smith. Smith was put on paid leave and resigned late Monday.

An agreement with Hilton was approved by the Two Rivers Authority in early September. But a more detailed contract with the company was never ratified by a bank serving as trustee on $27 million in bonds used to build the jail.

Hardin built its jail in 2007 as an economic development project. It was lured into the deal with Hilton over the summer, after several city officials flew to California and met with Hilton. He told them a major security corporation was backing the deal but wished to remain anonymous.

The name of that corporation has never been revealed.

Meanwhile, the man whose name was offered up as the jail's future operations director said Monday he was never offered the job — and would not have taken it regardless.

Hardin officials said they were told by Hilton that he was hiring Michael Cohen, an executive with International Security Associates in Dublin, Ohio, for the post.

"Excuse my French, but he's talking with forked tongue there," Cohen said Monday, adding that he had only cursory discussions with Hilton and was led to believe the post involved military and law enforcement training.

"He kept saying, come to Montana, come to California and meet me. He wouldn't give me any information" about the job, Cohen said.

Hilton's office referred questions Monday to Becky Shay, the company spokeswoman. Shay, the company's only Montana employee, said she continues to operate under the assumption that the jail project is moving forward.

Back in Hilton's home state of California, a judge has ordered the lead figure of American Police Force to appear in court Oct. 27 over an outstanding judgment in a fraud lawsuit.

In that case, Hilton lured investors to sink money into an assisted living complex in Southern California that was never built.

An attorney for the plaintiffs, Cris Armenta, said the $340,000 judgment awarded in 2000 has grown to about $700,000 with interest factored in. Armenta said she planned go after any and all of Hilton's assets, including his wages, property and three Mercedes SUVs that Hilton had once offered to donate to Hardin.

I wondered how cash or other enticements had fit into this scam. American style corruption can be found at local govt/district levels.

Con men work their craft, get away with it, because people easily give into greed.

thanks musselwhite. i maybe wrong but it seems that this is all what it was cracked up to be minus government intervention- hackers taking down sites just as fast as they can- then cleaning them up and sending them back online, keep up the good work. this has got to come to a head shortly. especially if they have so many other locations.

Crazy, this is.
Now they are calling themselves APPF for American Private Police Force. (Bold mine)
It amazes me how a guy/company can receive fines nearing a million dollars and still be in business.

The "Energizer Bunny" of the crime world/security scam.

Some interesting info here:

seems both are "working" local govt and district levels.

well, well now. this thread has come to a complete halt. so appf has dropped out of the hardin jail deal.

the attorney w/drew as counsel. by the way, this fellow, Maziar Mafi, is into iranian us immigration law and has been cited for professional misconduct by a state disciplinary authority.

the arab connection runs so deep it's hard to keep track.

and all of a sudden no one is interested in this thread. this should be one of the most interesting threads here 'cause what they are NOT telling you is what you should be interested in.

go figure.

American Police Force = U.S. Training Center = Blackwater = Xe.

via Sipsey Street Irregulars

So when someone said Ravenwood, they were probably closer than they realized.

A domain registry check confirms that the U.S. Training Center website is registered to XE Services. The fact that American Police Force attempted to hide the link by deleting the page on their website is further evidence that they are trying to conceal the fact that they are nothing more than a front group for Blackwater.

i saw this and thanks for giving a crap. first time register huh?

anyways, i am particularly interested in the domain tools you linked us to. i have traced Moe Jarrar who is the third person linked w/ edward angelino and inas abuwarda (registered agent and president respectively) of worldwide military exchange, inc.

I have been following this thread for awhile now and I am getting a little lost. So now APPF has backed out of the deal with Hardin? Is there a known reason for the withdrawl from the agreement? Did AJ really find anything out when he visited Hardin? I have been so busy with everything lately I haven't had an opportunity to think about what is going on in Hardin.

It is a little odd that this thread has kind of died out but hopefully it will regain momentum. Very well done thread everyone, these are the type of threads that keep me coming back to ATS!!!

when you said "lost" well, that's exactly where i am. this rabbit hole is so very deep and my bookmarks are making me crazy.

but one thing i have realized on ats is that when i, personally feel, an issue strikes a such thing is going on excepting a hagelin dialectic. distraction, distraction, distraction, distraction, distraction..............and so forth.

the american people (especially) are sooooooooo very easily subjective to distractions 'cause of self.

This thread is not dead at all... I check back to read what is being said every other day...

It should be noted... when something like this happens, fishy-stinky, the first bits of information flows damn near like a river, however, as the "rabbit hole" gets deeper there are many more tunnels/avenues that need to be explored, which slows that river down to a stream, and then down to a few drips here and there... Trust me, if you post it, it will not be done in vain... I am all over this story... I just wish I had more time to do the type of research that some of you have decided to run with. I have followed every link and read every page posted, and I smell that fishy-stinky even stronger now then I did over a week ago... The government in that town is doing major damage control, can't says I blame them... however, something is wrong, wrong, wrong! Not sure what it is just yet but in time the answer will become clear. And when you find some more tasty nuggets I guaran-damn-tee this thread will spark up once again.

I'm just happy the people of Hardin haven't allowed this to die, and are hard a work making local government peeps eat crow!

Just figured I'd chime in and let you "investigators" know your actions, clues, and research are in fact being read by at least one very interested person...

(On an aside: Just when I begin to think Alex Jones might not be a complete whack job, I go and watch his video's right after he came back from Hardin and holy crap! I haven't been back since... So if anyone actually watches a video where he doesn't go all... wiggy-wiggy-wack, please post a link.... Thanks in advance!)

What's really scaring me is the thought that there may be truth to the claim that this/these companies have actually been dealing with the US government; through some back door, clandestine black OP type of thing.

Or maybe I should be saying it the other way around. It is scary to think that the government might regularly deal with these sorts of shady individuals and companies to get things done that they do not want on official record.

The document asks some very good questions that need to be answered.

I wonder if APF will provide the data requested with proof.
