Going back and poking around the USGS web site... I notice that either they are using a different UTC than the OP's referenced site... or this quake
doesn't actually appear there.

OR like other manmade
events, it's been yanked from the data.
Manmade events that they commonly pull: quarry explosions, mining explosions, weapons tests etc..
