Several senators are pressing the Bush administration to demand action from Gadhafi on unresolved compensation for the Lockerbie bombing. They also want the administration to push for a complete Libyan accounting for a 1986 Berlin disco bombing that killed two U.S. troops.
Unless the cases are settled, the senators said Congress may balk at State Department requests for money for a new U.S. Embassy in Tripoli, aid for Libya and Senate confirmation of the new ambassador.
"Until Libya fully compensates the Pan Am families, no U.S. ambassador should set foot in Tripoli," said Sen. Chuck Schumer, D-N.Y. "We're serious about improving relations, but Libya needs to show that it is, too. Paying off this long-overdue debt would be a start."

Bush requested millions in aid to Libya:
"Foreign assistance to Libya will initially be targeted to the Peace and Security objective in order to graduate Libya from a Restrictive country to a Developing country. Assistance in this objective will be complemented by a robust International Visitors Leadership Program (IVLP) and other exchanges as well as the inclusion of Libyan citizens in regional initiatives that can build a democratic cadre to advance internal reforms."
