I have a few ideas what this was about
1. The protestor in question was either an informant or an operative for the intelligence agencies. They were taking him out of harms way but they
couldn't do that peacefully, they had to make it look good.
2. They are trying to cause trouble and stir a riot. The protestor was an operative and by treating him like this, publicly, making sure to get it on
camera they can cause the riot and then the police can go crazy and beat the protestors to a bloody mess. After that they can ban protests or get a
court order to move them further away.
3. It was a real protestor and they just broke a ton of laws and tore up all documents relating to civil rights.
I think the first two options are likely however.
