"DUBAI (Reuters) - A website often used by al Qaeda supporters said on Thursday it would soon carry a "present" to Muslims from Osama bin Laden on the occasion of the holy month of Ramadan."
This timing is interesting.

Lip service. Bin Laden is a composit character made by homeland Security to push the war on terror. This is going to be another "terror video" that he will make another big promise and then fail to deliver on it. As usual.
