Undisclosed US Government Building Projects in Alaska

Has anyone heard about the millions of dollars that are being allocated in the 2004 US budget to build "undisclosed" facilities in Alaska? What do you suppose the "undisclosed" is?

The new facilities and projects in Alaska are part of the new Balllistic Missile Defense Program that Bush enacted a little while ago....you know, the one that Russia was freakin' out about because we were abandoning the Missile Defense Treaty...if you remember, all of the sudden all the media coverage on this issue died. Shortly thereafter, construction began...

Have scientists found something other than microbes and simple organisms there?
Is the dome something to do with Vostok station, a unit where they drilled cores from the ice?
