If I find out that the FBI spent $30,000 in 1999 watching me, can i sue them for $30,000 if it all went to waste, so i can pay my student loans?

Actually, seriously, I am curious to know who is watching me. I'd be flattered if it's CIA, and I'm really that important. I'm blushing right now thinking about it.
