How do you mean? Do you mean finding a location? Or are you wondering about how you decide the time has come to settle elsewhere, and therefore make a
more permanent dwelling?
There is going to be a lot to weigh up before a longer lasting home is built. Do we really need to leave a perfectly good house? Maybe we do and you
have to move on.
Some people seem to think they'll run to the woods, set up a makeshift shelter and then build a house. Nice idea, but it will take ages and you might
need help. Logs are heavy.
Also, a makeshift shelter may be fine for you, but if you have family, you might need to think about finding shelter in an abandoned house if here are
any available, a debris shelter in the woods might not be enough.
All depends on the scenario. If the SHTF in a martial law/detainment camp way, you might want to stay well away from civilisation, so existing houses
could be a no-go.
