If they do pass the health care reforms along with the cap and trade bill as they are seeking to do, none of it will be implemented until 2013....

If he can prevail, and convince enough of the populous and congress to support and pass his agenda early in his first term, I will bet you now that

They needed to get all of this done as early as possible in his first term, that is why there has been such a rush to get these bills through, they
had to know that it would be unpopular and it is obvious now that they wanted to avoid that by rushing it through.... The stimulus plan got through
without most of congress even having time to read it, cap and trade, the same in the house, but thankfully stalled in the senate, and you all know
where health care reform is now.
They hoped it would have been all done quickly, and Obama could have spent the rest of this term focused on building his popularity going into the
election of 2012, where he planned on winning a second term, then they would implement the agendas they had passed....
Something went wrong along the way, a lot of Americans woke up!
That seems to have changed everything for them.
