MAJOR non-profit org. pushing productivity over profit (firing/layoffs)

Cutting jobs in favor of productivity over profit. I am a health professional for this (HUGE) org. ***yhealthpartners.org. I, and many others, including ppl in mid mgt., DON'T UNDERSTAND

Although we (the org) are capable of/and are making profits, upper mgt. is laying off/ firing ppl. because they are more worried about productivity...IT DOESN'T MAKE SENSE. My manager just quit, stating, " I don't want to be held accountable by the gov if things get bad" WTH does that mean???, if anything
