A Peek Inside the Bill

Chairman Zero wants to ram his gargantuan healthcare bill down our throats before anyone realizes what's in it. What doesn't he want us to see? Some examples, from a quick inventory--
Pg 22 of the HC Bill mandates the Government will audit books of all employers that self insure.

Pg 30 Sec 123 of HC bill a Government committee (good luck with that!) will decide what treatments/benefits a person may receive.

Pg 29 lines 4-16 in the HC bill YOUR HEALTHCARE WILL BE RATIONED!

Pg 42 of HC Bill The Health Choices Commissioner will choose your HC Benefits for you.

PG 50 Section 152 in HC bill HC will be provided to ALL non US citizens, illegal or otherwise.

Pg 58 HC Bill Government will have real-time access to individual's finances and a National ID Healthcard will be issued!

Pg 59 HC Bill lines 21-24 Government will have direct access to your bank accts for funds transfer.

PG 65 Sec 164 is a payoff subsidized plan for retirees and their families in Unions & community organizations (read: ACORN).

Pg 72 Lines 8-14 Government will create an HC Exchange to bring private HC plans under Government control.

PG 91 Lines 4-7 HC Bill Government mandates linguistic appropriate services. Example Translation for illegal aliens.

Pg 95 HC Bill Lines 8-18 The Government will use groups, i.e. ACORN & Americorps, to sign up individuals for Government HC plan.

PG 85 Line 7 HC Bill Specifics of Benefit Levels for Plans. AARP members your Health care WILL be rationed.

PG 102 Lines 12-18 HC Bill Medicaid Eligible Individuals will be automatically enrolled in Medicaid. No choice.

pg 124 lines 24-25 HC No company can sue Government on price fixing. No "judicial review" against Government Monopoly.

pg 127 Lines 1-16 HC Bill Doctors/ AMA The Government will tell YOU what you can earn.

Pg 145 Line 15-17 An Employer MUST auto enroll employees into public option plan. NO CHOICE.

Pg 126 Lines 22-25 Employers MUST pay for HC for part time employees AND their families.

Pg 170 Lines 1-3 HC Bill Any NONRESIDENT Alien is exempt from individual taxes. (Americans will pay.)

Pg 195 HC Bill -officers & employees of HC Admin (the GOVERNMENT) will have access to ALL Americans' finances and personal records.

PG 203 Line 14-15 HC "The tax imposed under this section shall not be treated as tax" Yes, it says that.

Pg 239 Line 14-24 HC Bill Government will reduce physician services for Medicaid. Seniors, low income, poor affected.

Pg 241 Line 6-8 HC Bill Doctors doesn't matter what specialty will all be paid the same.

PG 253 Line 10-18 Government sets value of Doctor's time, professional judgment, etc. Literally, value of humans.

PG 265 Sec 1131 Government mandates & controls productivity for private HC industries.

Pg 317 L 13-20 OMG!! PROHIBITION on ownership/investment. Government tells Doctors what/how much they can own.

Pg 317-318 lines 21-25,1-3 PROHIBITION on expansion Government will mandate hospitals cannot expand.

Pg 354 Sec 1177 Government will RESTRICT enrollment of Special needs people!

PG 425 Lines 4-12 Government mandates Advance Care Planning Consultations. Think Senior Citizens end of life prodding.

PG 425 Lines 22-25, 426 Lines 1-3 Government provides approved list of end of life resources, guiding you in how to die.

PG 427 Lines 15-24 Government mandates program for orders for end of life. The Government has a say in how your life ends.

PG 429 Lines 10-12 "advanced care consultation" may include an ORDER for end of life plans. AN ORDER from the Government to end a life!

Page 472 Lines 14-17 PAYMENT TO COMMUNITY-BASED ORGANIZATION. 1 monthly payment to a community-based organization. (Like ACORN?)

That is pretty good through the first HALF of the bill, but there's plenty more. See for yourself:
docs.house.gov...

This bill would drive unemployment, taxes, and the deficit through the stratosphere. It would turn hospitals into the DMV, dramatically reduce our access to healthcare, let bureaucratic slime decide when it's time for us to die, and guarantee that no one in his right mind goes to medical school. As for the damage this would do to individual liberty let's just say that any doubts about becoming a socialist society have been put to rest.

Control of the media? Check.
Ownership of the automobile industry? Check.
Ownership of the financial sector? Check.
Control of the energy sector? In progress.
Control of the health care sector? In progress.
Ownership of you. Just wait, sure to come

I agree, and I think it is happening faster than anyone realizes! Obama is pushing legislation through at light speed and filling 'czar' positions and cabinet positions in a 'coup-like' manner. We are going to wake up over the next couple of months and realize what a monster the Fed has become!!

I am really starting to go back and fourth whether or not to help them when TSHTF or to worry more of myself and the ones who chose to keep up with events.

Thats a shame! This thread got pushed off the new stuff rather quickly, and may not get read enough.

People need to see what is in this Healthcare Bill! Not that it will do any good, but more information is always better!

I don't know how to get it seen, any suggestions?

Well, I know why no one's paying any attention to your post.....the 'crap' level may be too high.

I went at random and checked two of your points.....

Pg 29 lines 4-16 in the HC bill YOUR HEALTHCARE WILL BE RATIONED!

Actual content...

4 (A) ANNUAL LIMITATION.—The cost-shar
5 ing incurred under the essential benefits pack
6 age with respect to an individual (or family) for
7 a year does not exceed the applicable level spec
8 ified in subparagraph (B).
9 (B) APPLICABLE LEVEL.—The applicable
10 level specified in this subparagraph for Y1 is
11 $5,000 for an individual and $10,000 for a
12 family. Such levels shall be increased (rounded
13 to the nearest $100) for each subsequent year
14 by the annual percentage increase in the Con
15 sumer Price Index (United States city average)
16 applicable to such year.

Please explain how that verbiage translates to "rationing".

Pg 30 Sec 123 of HC bill a Government committee (good luck with that!) will decide what treatments/benefits a person may receive.

Actual content.....

11 SEC. 123. HEALTH BENEFITS ADVISORY COMMITTEE.
12 (a) ESTABLISHMENT.—
13 (1) IN GENERAL.—There is established a pri
14 vate-public advisory committee which shall be a
15 panel of medical and other experts to be known as
16 the Health Benefits Advisory Committee to rec
17 ommend covered benefits and essential, enhanced,
18 and premium plans.
19 (2) CHAIR.—The Surgeon General shall be a
20 member and the chair of the Health Benefits Advi
21 sory Committee.
22 (3) MEMBERSHIP.—The Health Benefits Advi
23 sory Committee shall be composed of the following
24 members, in addition to the Surgeon General:

Please explain how that verbiage translates to what 'treatments' a person would get.

Or is just more of the bull# scare tactics thrown up by the know-nothings with nothing better to do?

Health Benefits Advisory Committee to rec
17 ommend covered benefits and essential, enhanced,
18 and premium plans.

A committee will decide what is covered and what is not covered. Not a lot different than Private Healthcare, but certainly just what was paraphrased and what treatments we will get.

I also went and cross checked several of the points before I posted it, and the parts I can decipher without a law degree were right on.

Not trying to scare anyone more than necessary, but I do hope people (especially Congress) reads this bill before endorsing it!! I am a semi-fan of National Healthcare, but I don't like the 'forced' participation. I also don't like a lot of the verbiage in this bill, and I don't think any legislation needs to be 1000 pages long!!

I have received this in two separate e-mails. I have numerous issues with the verbiage...basically it is not in the best interests of the American people for this pos to pass.
I do not especially like the government having direct access to any of my financial accounts; nor do I want to share the costs to ensure the health of non-citizens. My health is an issue that is to be kept between my primary care physician and myself...my government has no business sticking its nose where it don't belong. ( Unless they guarantee a beautiful 5'4", 105#, female, home care nurse, on duty 24/7.
)
I promptly fired off an email to my rep, and sen, indicating my feelings. I suggest everyone do the same.

Sec. 1121, Pg 239, Lines 14-24 -The government will limit and reduce physician services for Medicaid, Seniors, low income and poor are the ones affected.

So much for standardized care.

This bill is 20 #s of # in a 5 # bag.

The word that comes to my mind is diabolical.

You mean the part about "all" residents legal or illegal being covered, but only "citizens" have to pay in taxes to cover the cost! I would like some KY for that one as well!

That is only a fraction of what I find "unpleasant", but it is in the top ten, if not top five, of what I am talking about. This issue has been bantered about for the last 2 decades, or longer, and I find it unbelievable that this is the best they could bring to the table. Much like the bail-out and stimulus bills, too much haste, and by design a whole lotta waste.

Time to dump all of the legislators, a clean sweep, and start over. I am sure the mix could not bring us any worse than what we have...

It's done.

No need to twist my arm. I didn't like it when that amendment about verifying legal status of beneficiaries of this bill was voted down... By my own Rep too, that traitor!

My rep. votes exactly opposite on everything that's common sense!

No amendment will make this bill viable.

Can you say [color=gold]Kill bill..

God Bless the OP!

I received a copy of this as an email already. The copy I received listed a blog as a reference. When I traced it all the way through it was cut and paste from a blog, from a blog, from a blog... finally ending as blog compiling tweets on a twitter page for a Peter Fleckstein (aka Fleckman)

Out of the whole thing the only part worth reading was the original blog at EconomicPolicyJournal.com, where the comments are the best part!

A certified PDF file of H.R. 3200, the actual bill that has been presented to the House of Representatives can be found at The U.S Government Printing Office (GPO) . Everyone should read it and confirm the statements themselves instead of being so lazy and passing this wholesale off to others, because it provides the public with nothing but misinformation.

I don’t know that I would support this bill yet or not, but the information provided is bogus. Just start at the top for example:

The post states:
“Pg 22 of the HC Bill mandates the Government will audit books of all employers that self insure.”

That section of the actual bill states:
(1) STUDY.—The Commissioner, in coordination with the Secretary of Health and Human Services and the Secretary of Labor, shall conduct a study of the large group insured and self-insured employer health care markets. Such study shall examine the following:
(A) The types of employers by key characteristics, including size, that purchase insured products versus those that self-insure.
(B) The similarities and differences between typical insured and self-insured health plans.
(C) The financial solvency and capital reserve levels of employers that self-insure by employer size.
(D) The risk of self-insured employers not being able to pay obligations or otherwise becoming financially insolvent.
(E) The extent to which rating rules are likely to cause adverse selection in the large group market or to encourage small and mid size employers to self-insure
(2) REPORTS.—Not later than 18 months after the date of the enactment of this Act, the Commissioner shall submit to Congress and the applicable agencies a report on the study conducted under paragraph (1). Such report shall include any recommendations the Commissioner deems appropriate to ensure that the law does not provide incentives for small and mid-size employers to self-insure or create adverse selection in the risk pools of large group insurers and self-insured employers. Not later 4 than 18 months after the first day of Y1, the Commissioner shall submit to Congress and the applicable agencies an updated report on such study, including updates on such recommendations.

Under examination:
1. The bill says NOTHING about auditing anyone’s books! It does say that a study should be done to examine the types of health care companies are providing (if any) and why (what are the advantages, disadvantages and risks)

2. “Self Insure”:
a. Definition: Self insurance is a risk management method in which a calculated amount of money is set aside to compensate for the potential future loss.
b. This has nothing to do with a company choosing an insurance plan provider other than the government provided insurance plan. It is just like when someone chooses to “self insure” instead of carrying auto liability insurance – they can post a bond for x-thousand dollars. So this employer must set aside a large sum of money to take care of their employees approved medical needs.

Please folks, if you're not going to investigate and confirm stories for yourselves, you're no better than the politicians and reporters we despise. That includes what we read here

Seeing how you just registered today, no less, I'd say you are firm disinfo... I'll give a benefit of the doubt.

I've spent hours looking at this bill including the part where they redefine a number of contagions Hep. B , Influenza and classify that under a new heading... "Federally Recommended Vaccination" as quoted below.

Now, Federally Recommended Vaccination definition as shown on page 499 states clearly:

"an approved vaccine recommended by the Advisory Committee on Immunization Practices" which is a committee created by the Secretary; and acts as an agent of the CDC. (Which in turn is on the board of WHO.)

Page 500:
Section 1861(ww)(2)(A) of such Act (42 U.S.C. 1395x(ww)(2)(A))) is amended by striking ‘‘Pneumococcal, influenza, and hepatitis B and administration’’ and inserting ‘‘Federally recommended vaccines (as defined in subsection (lll)) and their respective administration’’.

[color=gold]...

I've already looked at many other sections especially the financial records aspects etc. The OP is spot on! Some areas are vague and others are very clear and there is no doubt.

But the bill is dynamic...

Look for section 149; I couldn't find it...

I DL'd my copy straight from congress 2 days ago and finally read it after seeing this OP.

I've re-mailed at least 20 family & close friends and the media with these quotes.

This bill MUST die.

America CANNOT be dragged into this pit.

Agreed I have the bill also and have been reading it.

The problem is even though it's over 1000 pages long it is very vague.

One part addresses the monetary requirement of businesses. In this section it gives hard numbers on how much is required to be paid by the employer to the govt. per year for each head that they are required to have insured. I'm so astounded by the price I think they forgot to add how much the company must be making before they have to pay it per head.

In fact I think it's such a huge flaw that I'm refusing to even give out the number as if it was a mistake or misplaced decimal (which it has to be) I don't want to turn disgust into actual panic. If it stays the way it is and is passed without a revision then every single mom and pop store will cease to exist along with slightly larger businesses.

That is why this bill is bad it's so vague the govt. could charge for example a business like Color Me Kids in a town with a population of say 20,000 people, 100'000s of dollars in medical insurance costs not because they want too or it should be but because the bill is so badly worded and vague it's just insane and of course after reading it nearly everyone in Washington (whom have read it) is refusing to back the bill.

Don't worry in it's current state the bill will never pass as it's already lost a large number of supporters whom have read it by this point.
