Murphy said the officer who used the Taser -— described as Officer #3 in the report — also coarsely threatened to use the Taser in the man's anus and genitals. Murphy's report says that use of Taser on a man's buttock's does not violate policy in and of itself; the question is whether it was "reasonable and necessary."

This is just pure insanity. The only reason to tase someone in the anus is because you're getting off on it. And all of thise while the suspect is in handcufs and in custody.
Curiously this apparently doesn't violate the policy directly. Is the department policy really such as that it has to list every and all possible abuses of tazer?
Tazer is being used more and more as a pain compliance tool rather than as an alternative to deadly force. With this pace how long does it take for a tazer to become a standard tool in interrigations?
