A congresswoman says CIA Director Leon Panetta has terminated the covert program the spy agency had been conducting for eight years without the knowledge of Congress.

Shakowsky described the program as "very, very serious" and said it "certainly deserved a serious debate at the time and through the years."

Soo, does anyone know what this program is? Was the CIA spying on the congress? Or was is something else?


in late June that the spy agency had been withholding important information about a secret program begun after the Sept. 11 terrorist attacks


Or was it something that they felt they could not tell congress because they thought it would be deemed illegal? There are alot of questions that need to be answered about this.

There are many, many, black ops programs that congress especially does not know about, the 'congress" are all political hacks with big mouths. I only hope it was a program to gather intell on the 535 demi-gods so they will all be thrown out.

Hey, if senators can't be trusted to keep top-secret stuff SECRET, guess what ... there will be natural (and although inappropriate, understandable) reluctance for spooks to fully inform Congress. That's a bad thing.

"Loose lips sink ships" was (and is) a military admonition of caution.

A few years ago leaks of classified information prompted the president to limit top-secret briefings to just eight House and Senate leaders. Some may argue that's eight too many ... or 92 too few.

There ARE consequences to what we do and don't do, and nowhere more so than in the arena of intelligence.

If one offends the sensibilities of political correctness, the immediate draconian consequences are axiomatic: Crucify the bastard! However, if ‘certain people' outrageously break the law, policy and procedures with intelligence matters, accountability drifts on the wind of partisan proclivities.

Stupid president and his secrets.

It certainly wouldn't be the first time congress was kept in the dark. However, I think at the very least, the senate should be informed on these matters, and at least 1 house committee.

It is NOT stupid to keep things away from the grandstanding idiots in Congress or the Senate. These folks leak so much info for their face time on the MSM that it's a wonder we can accomplish anything to keep our service men and women safe! If they could be trusted to do their jobs and listen but not speak and adjudicate their objections in the proper venue and not in front of a camera lens it would go a long way towards gaining the respect they have lost to their own stupidity!

Ok..lets see here. How about the leak that we were listening to Osama Bin Ladens satellite phone when he was not aware of it. Since then we have had no way of tracking him.
Or the calling of the MSM during an amphibious landing of our troops so they could be there with the bright lites and cameras during the night landing and making our troops perfect targets!
The leaking of all our communication codes used during the initial assault of Kuwait!
That's just three of the hundreds of times our representatives and their minions have leaked to gain some perceived respect from their electorate!
It's treasonable actions like this that creates the secrecy they cause!

There were reports of spying done on protest groups in alot of the 'alternative news'. Speculation? Face recognition software that has eventually made it to CCTV in airports and cities.

What people fail to realize is that a "program" could mean just about anything that is a line item in the CIA's budget. And that includes things like training, maintenance, and the development of new technologies. It sounds to me like the CIA was developing some new technology that they never actually either used in the field, or were able to successfully develop.

In either case these are situations where Congress in not required to be notified because it was not an "operation" or an "activity".

Congress is the worst source of leaks on the planet. But the problem is that Congress, through their own choosing, does not have an robust and effective internal security service. Work at the CIA and get caught leaking secrets? Lose your job, go to court, get fined and/or thrown in jail. FBI? Same deal. DIA? Same deal. NSA? Same deal.

When was the last time you ever heard of a US congressman charged with espionage or improper handling of classified information? It doesn't happen. They have removed themselves from the system they demand to oversee. Most don't even go through standard background investigations.

And you are surprised because the Intelligence Community doesn't always want to spend all day on Capital Hill constantly briefing Old Senator Flapjaws about highly sensitive programs and cover ops every single day?

When congressmen get cleared like everyone else, have a robust and empowered security service on hand, and are held to the same rules and standards as the American citizens who elected them and pay their salaries - THEN maybe they can have the access they require. Otherwise, every time you tell them something its just a crap shoot as to whether or not the CHICOMs or Russians or Israelis are gonna catch wind........

Wow....I read this and thought about how vague the whole description of the "group" was in the Washington Post article...which struck me as strange. Congress hasnt been shy in the past about talking about domestic spying of email and phone calls so this one has to be realllly touchy.

Then I remembered skimming this thread yesterday...

Too many too mention, you would be surprised as to what information is widely talked about via cell phones, email, face to face meetings and encrypted mails.
