EPA Expected to Announce Waiver for California this Afternoon

The U.S. EPA is expected today to grant California´s long-standing request for a waiver allowing it to adopt a greenhouse gas emissions reduction plan for automobiles.

At least 13 other states have said they plan to follow California´s lead and adopt the greenhouse gas emissions limits for automobiles.

The announcement is expected sometime this afternoon. This will place California's greenhouse gas emissions reduction plan 3 years ahead of the one being proposed by the White House with emissions reduction standards going into effect this year instead of 2012.

The article goes on to state 13 other states are waiting to follow suit.

I don't understand why would they need permission to start cleaning up their emissions earlier than planned
Why do they need permission at all ? It seems to me with all this talk about global warming all the time that states should just be able to use whatever plans that they have to reduce their emissions.
