Through the freedom of information act, this recording was released according to the author of this video (audio only).
The audio begins at the 1:00 minute mark, or you can read text and hear background music prior.
Basically he says there is such low percieved threat to terrorist attacks, worldwidde, that it would take an attack to wake everyone up.

I've heard this one before.
Anyone could tell you I'm on the side that says the government was partly responsible for the 9/11 attacks, but in my opinion, especially if Rummy
didn't know he was being recorded, I'd say this audio makes him sound LESS guilty.
We didn't hear the entire conversation, so his words could have been taken out of context very easily here.
Of course, I could be wrong.
