The Best Building

i need to give it some more thought, but my best initial guess would be the basement of any concrete building in a higher elevation..

Thanks for all the responses I really appreciate them. Glad to see not everyone is thinking resident evil style and just holding up in a church that isn't secure. I liked the tactical thoughts in this section of the website.
