The regime incited violence by beating up peaceful protestors wanting their votes just to be counted. Therefore the regime can held accountable
either way.
But from so many eyewitness accounts stating basij are slaughtering Iranians, we can say this is likely basij that are responsible.
Although not truly conclusive yet, if we also add the fact that protestors don't have guns then who else besides the basij. Add to the basij track
record, and irrelevancy of accidental shooting by basij; because the shot was fired and so intention to kill was there whether the intended target was
this victim or not.
