itself.
There is a tracking or a "stat counter" that is being used, for a particular OpenSource and popular "free" CMS or Content Management System,
called Joomla. However, sources reveal the website was possibly, or at least partially created/uploaded from a Mac, through the website authoring and
publishing tool called iWeb.

Even though the Registrar information is kept and registered as "Private", it is evident that the domain was registered through GoDaddy.com:

My point being, this appears to be an amateur site. Regestered for 1 year from GoDaddy, used easy and free simple tools to create website, ie, iWeb
(Mac), Joomla, and various free online codes.
Whoever created it, they are tracking hits to the website by using a 1x1px Gif tracking image. From this they can find your IP, and relative location.
